It is unlogic I think. Even if the stamp '17,1' would be French, it was made for sure earlier (1879-1885) than the '16,9' (1930).
Imho, these two stamps (17,1 and 16,9) are the belgians and must be understood as follows:
1. 17,1 is the diameter of the barrel in 22 cm from chamber's edge
2. 16,9 is the diameter of the barrel's top.
It was the regulation according to the law from 1924 year which indicated that the difference between these two diameters with 'CHOKE' sign must be 0,2 mm.

I fancy your sand. I think the choke mark would have been 16,9 Choke 17,1 & not vertical as the stamps to not align vertically. Allow me to perform some research on the 0,1mm to 0,2mm designation.
